Test123, well, I guess the answer lies in "why only leave japanese language"? Subtitles themselves don't take much size like sounds does, and, secondly, most prefer original language.
Some anime are 24 FPS, one frame advance = one frame change. Most are 12 FPS, two frame advances = one frame change. This one requires three frame advances for the frame to change. So 8 FPS? It looks strange, and that's the reason why. Unusual choice of animation style, and few frames, makes it difficult to watch.
