That aspect ratio and framerate are kind of suspect, the slight squishing is probably a cropping mishap but did this show indeed run at 30 instead of 24 fps? I'm also not sure if the supposed "washing out" was intentional considering this looks like your standard 90s oversaturated R1 source. All encodes I'm aware of are nowhere near as saturated as this.
The (English) closing credits scroll much more smoothly in this version than in the 24fps versions I've seen. Setting PAR to 40/39 gets the aspect ratio right (part 2 is very slightly cropped horizontally, though).
