As far as I know, compression with HEVC is only better compared to AVC when you use very high compression or high resolutions. 720p and ~210 MiB seem to be neither of those. Correct me if I am wrong though, please.

This release isn't some 'unfiltered speedy encode with low filesize and tons of quality problems' which Nyaa is flooded with. As far as I can tell, the settings are fine for a webrip. Also, fact: HEVC has better compression.
