AniDB has it spelled Harbour. Took me a bit to find it. https://anidb.net/anime/3530 I've watched Mahou no Stage Fancy Lala, but never saw this. I'll give it a look.

My impression is that fans of Fancy Lala may be disappointed by this, as it is only loosely related. But it's a very 80s OVA so hopefully some folks appreciate it for what it is.
