I don't plan on playing this now so I can't provide any help both in regards to the game or the overlay translation (no idea how it works).
DDL is currently still uploading. EDIT: Actually putting it on hold until the torrent is seeded otherwise it's gonna be too long.
You can transfer your saves from previous games in this but there doesn't seem to be any extra content, just starting items.
As I can't source some saves I decided to not include any at all for now. If you can source some it'd be appreciated, we need:
Cold Steel IV clear data
Hajimari end game save for NG+ (this one should probably be a 100% complete save)
Zero Kai clear data (can't get it now, it'll be ported to PC in the future)
Ao Kai clear data (can't get it now, it'll be ported to PC in the future)
There's a mod for an English version of the config executable, you can get it here and replace the original:

Didn't test this but it's probably fine.
Also, this needed to be archived because the torrent file generated when it's extracted is too big but you don't need to install anything for it (probably still need some redistributables but if you played previous games you should be fine).

However I'm facing some issues testing the files.
For one, it doesn't recognize CS3/4 saves at all, it might not be included in this port.
And another thing is that when trying to load the save for NG+ there are 2 options, I think the second option is what we'd want in terms of additional content but selecting it gives an error that I can't read (tried changing the locale of the game and whatnot but it still shows as gibberish). Otherwise you can start in NG+ and carry over some items, I have no idea what other effects NG+ has.
Not entirely sure if it's a bug or an issue on my side but I think for now the saves situation still isn't very clear and we'll need to wait for someone to figure it out.

Yeah, this port havent incluide import saves 'cuz Zero and Ao still are not released by CLE so I think its gonna be added in an update for that when crossbell duology is released.
Hajimari second option in NG+ its debug mode and wont work in normal gameplay, just use first option and all will be okay.
I have uploaded the patches up until September 10th.
Extract into the game folder in order 3 > 4 > 5, it should ask you to overwrite.
Patches are available in the DDL.
The overlay program does not work anymore after I overwrote the game files with the patches. The game now is truly full screen, without black bars at the sides, I will try to tweak the configs now.

I have not checked for further patches but from the reports that some updates broke overlay, there didn't seem to be a good reason to continue getting them.
If you're aware of an issue that a patch fixes let me know and I'll see the current status of things.

You just need to have an updated copy (updates are included, do 1 at a time) and its drag & drop from there. I'm 9 hours in and not all NPC text is translated but the main story is.
Where should the overlay tool files be extracted to? Does it have to be in the same location as the game or does that matter?
How long does the overlay tool take when importing the subs? It just seems to sit there doing nothing to me, does the game need to be running at the same time or not?

Actually, it's possible that the overlay spreadsheet translation is no longer available in its original form because of NISA DMCAing I think.
What supermist linked is probably the only solution now. I'll need to get around to updating the torrent.
I'm on the final chapter of the game and indeed the story is fully translated from what supermint linked, just some miner NPCs (some NPCs related to the story but usually only after you talk to them a 2nd time), monster names and all tutorial images aren't translated.
I have about 42 hours played so far.
